Following sustained campaigning by tribal and environmental groups, what is likely the\u00a0<a href=\"https:\/\/www.internationalrivers.org\/news\/restoring-the-klamath-what-were-learning-from-the-largest-dam-removal-project-in-history\/\" target=\"_blank\" rel=\"noreferrer noopener\">largest proposed dam removal project<\/a>\u00a0to date world-wide, one that has huge implications for the international movements for river restoration and against the continued damming of the world\u2019s rivers, had been set to commence next year, with physical removal to begin in early 2022.<\/p>\n<p id=\"block-ceefd676-3a4a-4640-8c97-2e4fbc897c18\" class=\"block-editor-block-list__block wp-block rich-text block-editor-rich-text__editable wp-block\" tabindex=\"0\" role=\"textbox\" aria-label=\"Paragraph block\" aria-multiline=\"true\" data-block=\"ceefd676-3a4a-4640-8c97-2e4fbc897c18\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">By blocking upstream habitat, the Klamath dams have been implicated in crashing salmon numbers, to the point where many of the river\u2019s historic salmon runs are now in severe and worsening decline. The dams\u2019 reservoirs produce toxic blue-green algae which has greatly impaired the river\u2019s water quality. Above all, the removal of the Klamath dams is an issue of environmental justice for the tribes whose livelihoods and cultures have being decimated by these dams.<\/p>\n<p id=\"block-eceacc88-4013-48a5-a942-9b18fc5ecc78\" class=\"block-editor-block-list__block wp-block rich-text block-editor-rich-text__editable wp-block\" tabindex=\"0\" role=\"textbox\" aria-label=\"Paragraph block\" aria-multiline=\"true\" data-block=\"eceacc88-4013-48a5-a942-9b18fc5ecc78\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">The four dams are currently owned by Pacific Power, a subsidiary of PacifiCorp, which is in turn owned by billionaire Warren Buffet\u2019s Berkshire Hathaway holding company. A multiparty pact agreed to in 2016 by PacifiCorp, the affected Tribes, the States of California and Oregon, federal agencies and many other groups set a dam removal process in motion. A key aspect is the ownership transfer of the dams to the non-profit Klamath River Renewal Corporation, which is to be responsible for dam removal and related restoration. Removal costs are to be paid for by $250 million in public money from the State of California and another $200 million collected from PacifiCorp ratepayers through a special surcharge. Many conservation leaders had to swallow hard at giving PacifiCorp such a sweet deal, but decided it was worth it just to get the dams down as quickly as possible.<\/p>\n<p id=\"block-ac05ee96-6267-4ef1-b6c7-97c59a3b24ba\" class=\"block-editor-block-list__block wp-block rich-text block-editor-rich-text__editable wp-block\" tabindex=\"0\" role=\"textbox\" aria-label=\"Paragraph block\" aria-multiline=\"true\" data-block=\"ac05ee96-6267-4ef1-b6c7-97c59a3b24ba\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">This pact required the approval of the Federal Energy Regulatory Commission (FERC). In July, after an extended review, FERC approved the majority of the agreement with a key exception\u2013PacifiCorp does not get to walk away from all liability.\u00a0In many ways this is a positive precedent \u2013implying that the public interest is not served by allowing a utility to make a fortune off an environmentally damaging dam and then being able to walk away with no residual liability.<\/p>\n<p id=\"block-966f760b-93d0-4178-a7a5-a9b5942b112d\" class=\"block-editor-block-list__block wp-block rich-text block-editor-rich-text__editable wp-block\" tabindex=\"0\" role=\"textbox\" aria-label=\"Paragraph block\" aria-multiline=\"true\" data-block=\"966f760b-93d0-4178-a7a5-a9b5942b112d\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">However, PacifiCorp has now balked at proceeding with this agreement, saying they need time to study the issue and do not want to be responsible for any potential liability over and above the public and ratepayer funds already committed to the project. This despite the fact that if the pact collapses, PacifiCorp ratepayers will be on the hook for retrofitting the dams to allow for fish passage and improved water quality, something that would cost many hundreds of millions of dollars\u2013 much more than the cost of dam removal and without public funding.<\/p>\n<p id=\"block-633c5ddf-fe75-482b-8421-38bdfe20ad39\" class=\"block-editor-block-list__block wp-block rich-text block-editor-rich-text__editable wp-block\" tabindex=\"0\" role=\"textbox\" aria-label=\"Paragraph block\" aria-multiline=\"true\" data-block=\"633c5ddf-fe75-482b-8421-38bdfe20ad39\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">It is likely that PacifiCorp is delaying action in hopes of being rewarded with even more public subsidies and guarantees\u2013and in anticipation of ongoing annual extensions of its outdated and expired operating license\u2013allowing it to, in the meantime, continue making profits off the dams without addressing their many flaws. However, every delay in dam removal further imperils salmon recovery, contributes to the river\u2019s deteriorating water quality and perpetuates an ongoing injustice against Karuk, Yurok and Klamath tribal people.<\/p>\n<p id=\"block-2b433bbc-6459-4002-9e7a-58301dcb150d\" class=\"block-editor-block-list__block wp-block rich-text block-editor-rich-text__editable wp-block\" tabindex=\"0\" role=\"textbox\" aria-label=\"Paragraph block\" aria-multiline=\"true\" data-block=\"2b433bbc-6459-4002-9e7a-58301dcb150d\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">The clock is ticking. FERC wants an answer.\u00a0California and Oregon want an answer.\u00a0Tribes want an answer. The conservation community wants an answer. Every delay further endangers critically important salmon runs. Warren Buffett and PacifiCorp are in a position to simultaneously do something extraordinary for one of the great rivers of the West and help right a longstanding environmental injustice while making a very prudent financial decision for their ratepayers and shareholders. PacifiCorp needs to stop delaying and accept the conditions laid down by FERC\u2014now.<\/p>\n<p id=\"block-cd34139a-82e9-489e-b1c8-3d265291b371\" class=\"block-editor-block-list__block wp-block rich-text block-editor-rich-text__editable wp-block\" tabindex=\"0\" role=\"textbox\" aria-label=\"Paragraph block\" aria-multiline=\"true\" data-block=\"cd34139a-82e9-489e-b1c8-3d265291b371\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">A new campaign has been launched to convince PacifiCorp to accept FERC\u2019s ruling and proceed with dam removal as soon as possible.\u00a0 On July 28<sup>th<\/sup>\u00a0over 100 organizations, including International Rivers, released this\u00a0<a href=\"http:\/\/www.bringthesalmonhome.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a>. Earlier in the month, California Governor Gavin Newsome wrote a\u00a0<a href=\"https:\/\/www.dropbox.com\/s\/0ndz8ncdzvv0sny\/Governor%27s%20Letter%20on%20Klamath%20River_07-29-2020.pdf?dl=0\" target=\"_blank\" rel=\"noreferrer noopener\">letter\u00a0to Warren Buffett<\/a>\u00a0asking him to proceed with dam removal. National publications have carried a number of articles and commentary pieces, including\u00a0<a href=\"https:\/\/www.latimes.com\/opinion\/story\/2020-08-19\/klamath-river-basin-pacificcorps-warren-buffet-yurok-karuk-dam-removal\" target=\"_blank\" rel=\"noreferrer noopener\">this August 19<sup>th<\/sup>\u00a0piece<\/a>\u00a0by Jacques Leslie in the Los Angeles Times and\u00a0<a href=\"https:\/\/indiancountrytoday.com\/opinion\/tribal-communities-still-waiting-for-klamath-dam-removal-QnlVRAylDk2gG39E98X7xA\" target=\"_blank\" rel=\"noreferrer noopener\">this piece<\/a>\u00a0by Frankie Myers, Yurok tribal vice-chair, published in Indian Country Today on September 4th.<\/p>\n<p id=\"block-9dbb4f29-83a6-4f0a-b965-f3c48d3125c7\" class=\"block-editor-block-list__block wp-block rich-text block-editor-rich-text__editable wp-block\" tabindex=\"0\" role=\"textbox\" aria-label=\"Paragraph block\" aria-multiline=\"true\" data-block=\"9dbb4f29-83a6-4f0a-b965-f3c48d3125c7\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">We need your help to ensure the timely removal of the Klamath River dams.
